The Senior Manager – Monitoring, Evaluation & Learning (ME&L) will be responsible for managing and overseeing the technical design, development and day-to-day implementation of the Center’s ME&L Plan as well as contributing to strategy development. The role will include developing, refining and executing an innovative system and related tools and processes for strengthening organizational performance measurement and learning with the postholder working cross-organizationally with program and operational teams to support and integrate ME&L into their work, in addition to providing relevant ME&L technical support to ongoing development and implementation of the Center’s programs and strategies to advance the its mission and goals. The position reports to the Senior Director – Monitoring, Evaluation and Learning, and will be based in the Center’s New York office.
The ideal candidate will have proven technical skills and demonstrated experience in ME&L systems development and implementation, including designing quantitative and qualitative M&E tools to collect and analyze data. S/he will have gained ME&L experience in an international non-profit organization, consulting or government agency, with those focused on advocacy and influencing of particular interest. The candidate will be adaptable and take a highly organized approach to work, with the ability to prioritize multiple tasks, cope with tight deadlines and work under pressure. S/he will be a team player within and across teams, with proven experience of effective collaborative working (internal/external) and demonstrate excellent interpersonal skills and the ability to communicate effectively about ME&L practices, knowledge and learning in a clear, non-technical and compelling way.
Specific responsibilities include, but are not limited to:
- Planning & Systems Development
- Designs, builds and develops organizational ME&L Plan (system, tools, processes and related materials) as a key component of the ME&L strategy, incl. identifying and developing a portfolio of best-in-class M&E tools (quantitative and qualitative);
- Develops organizational results framework, and works with teams to identify and implement output, outcome (result) and impact indicators for success and to demonstrate progress in delivery and impact against the Center’s Strategic Plan;
- Provides lead technical support to Program teams preparing Results Frameworks for donors and other stakeholders, to ensure alignment with overall org framework;
- Contributes to continued development of ME&L strategy, incl. reviews of its progress against its objectives;
- Assists in development, management and review of annual ME&L work plan;
- Serves as the key focal point and coordinator for a cross-organizational ME&L Working Group, including developing its terms of reference and coordinating the group’s contributions to ongoing ME&L implementation and design processes.
- Monitoring & Reporting
- Oversees ME&L Plan implementation including. regularly assessing, piloting and/or modifying ME&L approaches, tools and techniques to meet the needs of the organization and its programs;
- Manages routine organizational progress reporting against Strategic Plan, and ensures internal/external M&E reporting requirements are aligned;
- Manages and supports the process for selecting external consultants for ME&L assignments, incl. developing terms of reference, liaising with Program colleagues, and participating as appropriate.
- Evaluation & Learning
- Contributes to evaluation function through identifying and implementing tools evaluating impact at Program and project level;
- Responsible for ensuring high quality of evaluation (and learning) reports for onward dissemination (and data visualization) within the organization;
- Analyzes and extracts data from evaluation processes (recommendations, lessons learned and good practices) and ensures knowledge emerging is managed and disseminated for use in ongoing and new program development.
- Training & Capacity Building
- Supports roll-out of ME&L training/ capacity building activities on technical aspects of ME&L (TBD, according to skill set);
- Provides technical support to Program teams to build ME&L understanding and ensure effective monitoring is built into project portfolio.

POSITION KNOWLEDGE, SKILLS AND ABILITIES
- Strong commitment to the Center’s mission, purpose, and values;
- Educated to postgraduate degree level, or equivalent qualification, relevant to this position/organization’s work (e.g. social science, social justice, human rights, sexual and reproductive health, public health, international development);
- Minimum 10 years of experience, which has included project management, and developing and implementing a ME&L system (including data analysis and synthesis and working knowledge of quantitative and qualitative tools;
- Previous M&E (and learning) experience gained in an international non-profit organization, consulting or government agency, especially in advocacy/influencing programs;
- Previous experience in developing and managing M&E (and learning) for core institutional grants (or equivalent), preferably with governments, and which includes experience in managing evaluation processes and external consultants
- Experience in monitoring and evaluating human rights/LGBTQ rights/racial justice/economic justice or social justice programs with an ability to connect and apply this experience to reproductive rights would be an advantage (but not essential);
- Excellent written and oral communication skills, including ability to communicate effectively about ME&L practices, knowledge and lessons learned in a clear, non-technical, creative and compelling way;
- Demonstrated flexibility working with virtual teams and management;
- Strong interpersonal skills with the ability to develop and maintain positive relationships with a wide spectrum of internal and external stakeholders and relate to people with sensitivity, tact, discretion and professionalism;
- Facilitation and capacity building/training skills would be a distinct advantage;
- Advanced skills in Microsoft Word, Excel and Powerpoint as well as Sharepoint essential; familiarity with qualitative and/or quantitative data analysis software (e.g. Nvivo, SPSS/SAS/R) would be an advantage;
- Ability to travel 2-3 times a year;
- Fluency in English (verbal and written) essential; proficiency in a second language, especially Spanish, would be an asset.
