Job Description:

SUMMARY OF WORK

Advanced professional and technical work applying geographic information systems (GIS), computer aided design and drafting (CADD), asset management, or engineering technology to specific disciplinary areas relating to automated mapping and facilities management (AM/FM) systems, production of engineering graphics or plans, or asset management systems.

Positions allocated to this classification report to a designated supervisor in a specific disciplinary area and work under limited supervision.  Work in this class is distinguished from lower classes by its emphasis on geomatics and utility mapping applications and from higher classes by its limited supervisory responsibilities.

Note: It should be understood that the job competencies, duties, and requirements of the GIS and Operation Systems Specialist I are inherently included in this position.

ESSENTIAL JOB FUNCTIONS

Performs spatial analysis using advanced GIS tools.

Creates, manipulates, and edits spatial data from a variety of sources such as CAD drawings, GPS data, as-build drawings, historical maps, and survey notes.

Extracts, compiles, and exports GIS data to other software applications.

Perform and/or oversee preparation of draft engineering sketches, concept drawings and schematics using hand-drafting techniques and software applications (BlueBeam) for inclusion in reports and charts in order to convey technical information about how specific infrastructure components were installed to inform construction project scopes, and to inform the review of construction plans.

Performs engineering analyses using appropriate methods as described in reference materials (such as including voltage drop and electrical demand calculations) and engineering economics in order to ensure soundness of system design.

Trains outside contractors on the organizational policies and procedures in order to ensure contracted work is compliant with the organizational policies and procedures.

Supports the GIS and Operational Systems Coordinator in establishing and maintaining user profiles within the work maintenance management system, including but not limited to updating security settings and access controls for each program user.

Provides annual updates and reports for the operational area strategic asset management plan.

Performs analysis on assets for the cost benefit results at various points of the useful life and provides recommendations for short term and long-term maintenance and/or replacement activities.

Monitors key performance indicators. Works with managers and supervisions within the division to further mine data to determine cause and improve efficiencies that support the department’s performance and benchmarking programs. Prepares reports and graphs depicting results of these analyses.

Performs complex analysis to develop standard operating procedures for report generation, quality control procedures, process improvements, and other tasks within the operational group.

Oversees and ensures quality assurance and control of data within the work maintenance management systems to ensure accuracy of all data within the system and assists with the development of corrective action plans as necessary.

Will be required to respond under emergency conditions.

Attends work on a continuous and regular basis.

EDUCATION AND EXPERIENCE

Graduation from an accredited four-year college or university with major course work in Geographic Information Systems (GIS), Computer Science, Engineering, Geoscience, Geomatics, Surveying and Mapping, Geography, Computer Aided Drafting and Design (CADD), Mathematics, or related field.

Three (3) years’ experience with GIS, CAD, asset management, or engineering technology with one (1) of those years working in a utility experience; or an equivalent combination of education, training and experience which provide the required knowledge, ability, and skills.

CERTIFICATIONS OR LICENSES

Licenses

Valid Florida Driver License within 30 days of appointment.

Certifications

GISP Certificate, Asset Management Certificate, or equivalent certification preferred, but not required.
