SALI provides legal services to survivors of sexual violence, and technical assistance and training to professionals working with survivors. The Sexual Assault Legal Institute (SALI) is the Legal Services Division of the Maryland Coalition Against Sexual Assault (MCASA). SALl’s Managing Attorney is the attorney responsible for management of SALI. This position reports to the Executive Director & Counsel.
THIS POSITION REQUIRES BAR ADMISSION AND SIGNIFICANT LITIGATION EXPERIENCE.
- Manage MCASA’s Sexual Assault Legal Institute with a commitment to ensuring that:
- Sexual assault survivors have access to highly skilled, trauma informed legal services;
- Staff are supported and mentored as professionals; and
- The expectations of funders are respected and met.
- Help fulfill MCASA’s mission by identifying systemic needs of survivors and working to create practical policy solutions to address them.
MCASA provides direct services to sexual assault survivors throughout Maryland (adults and children). The litigation team includes a Senior Litigation Attorney and Senior Legal Advocate, both of whom report directly to the Managing Attorney. SALI also provides direct services to survivors with untested rape kits through the Sexual Assault Kit Initiative (SAKI). The SAKI team includes a SAKI manager assisted by some of a staff attorney’s time and some of an advocate’s time. Managing SALl’s litigation and related policies, grants, and goals is between 60-80% of the Managing Attorney’s day to day duties. Related duties include:
- Promote SALl’s culture of supporting provision of high-quality legal services, including strong trial skills and fierce advocacy.
- Supervise provision of legal services to survivors of sexual assault, including assessment and referral, legal consultation, and representation in protective & peace order proceedings, family law cases, victim rights/criminal advocacy, civil rights issues (including education and employment), immigration cases, title IX, campus disciplinary proceedings, and other legal matters related to sexual assault.
- Ensure all legal staff know the importance of helping survivors create safety plans and that all staff assist survivors create and refresh their plans.
- Maintain systems to review and evaluate requests for representation, taking into account the needs of survivors, reasonable caseloads, attorney skill and capacity, and funding requirements.
- Supervise and manage the Senior Litigation Attorney, Senior Legal Advocate, and SAKI Manager. Coordinate supervision of cases with the Senior Litigation Attorney, including through sharing case review responsibilities.
- Maintain limited caseload in compliance with grant requirements, needs of the office, and other duties. The Managing Attorney’s caseload includes complex litigation and a variety of cases to help provide perspective on the needs of staff and clients.
- Assist in coordination and development of low bona/pro bona attorney network.
- Assign staff to recruit, retain, and supervise legal interns.
Population Specific Projects (joint with Program Division Staff)
MCASA has several projects involving SALI that are devoted to particular populations of survivors. These projects include both direct legal services (see above) and significant systems development and provision of training. These projects include collaboration with MCASA’s Program Division staff. These are essentially one staff person projects and currently include: College and School, Human Trafficking, and the Prison Rape Elimination Act (PREA). Program Division staff assist subject matter experts by producing related training logistics. Related duties include :
- Supervise and manage special project attorneys.
- Collaborate with program division staff on College and School, Human Trafficking, and PREA projects.
- Assign legal staff to assist with PREA project.
- Assist with identification and development of new special projects.
MCASA is a 501(c)(3) organization and receives significant support from grants. Related duties include:
- Prioritize and fulfill responsibilities in accordance with available funding and grant requirements.
- Manage SALI grant reporting and assist with application preparation in coordination with the Executive Director and MCASA Grants and Finance staff.
- Delegate grant report writing responsibilities and develop staff grant management skills.
Training & TA
MCASA and its SALI lead training and technical assistance initiatives across the state of Maryland to help educate and support professionals working with survivors. Related duties include:
- Collaborate with the Program Division’s Training Team to help identify legal issues and ensure that MCASA’s trainings have accurate, up-to-date, and understandable legal information.
- Plan, assign staff, and manage SALl’s outreach and legal training, including with prosecutors, local law enforcement, SARTs, and rape crisis centers. This requires delegation to appropriate staff for project development.
- Respond to or delegate staff to respond to legal technical assistance requests, including providing the Executive Director with legal support.
- Assist in production of training and technical assistance materials.
- Strive to fulfill MCASA’s mission.
- Represent MCASA or MCASA’s Sexual Assault Legal Institute on statewide Task Forces, Committees, local Sexual Assault response Team (SART) meeting, or other forums as requested.
- Assist with recruitment, hiring, evaluation, and discipline of staff.
- Serve on MCASA’s senior management team.
- Promote understanding of the impact of racism and oppression and the intersection with sexual violence.
- Comply with Maryland Rules of Professional Conduct.
- Such other duties as assigned by the Executive Director & Counsel.
- J.D. from accredited law school.
- Must be admitted to Maryland bar. Attorneys currently licensed in another State may be eligible for temporary immediate admission to allow them time to apply for regular admission.
- Access to a car and valid driver’s license; this position requires some travel within the State of Maryland. This position may require occasional out of state travel for national conferences or training.
- Access to a cell phone which has the ability to text and send and receive email.
- Minimum of five years litigation experience (one year judicial clerkships in Maryland’s circuit or appellate courts count for 2 years of litigation experience).
- Supervisory experience; grants supervision strongly preferred.
- Commitment to embracing change and helping navigate creation of a hybrid workplace. All MCASA staff must be vaccinated against COVID-19 unless ADA or religious exemption exists.
- Skilled in promoting work-life balance.
- Trial advocacy, mock trial, or performing arts experience preferred.
- Knowledge or previous work experience with sexual assault related issues.
- Common sense, creativity, and a sense of humor.

Salary range for an attorney meeting the minimum requirements is $70,000-$75,000. Factors which will be considered to move beyond this range are DOE and include experience exceeding minimum requirements providing representation to survivors of sexual violence or other personal power-based violence; litigation experience exceeding minimum experience requirements in a relevant subject matter (Maryland preferred); and substantial grants management experience.
