The Normal Police Department requires candidates to complete the Public Safety Self-Assessment (PSSA), accessible through the candidate’s account. Candidates are encouraged to complete the PSSA as soon as possible to avoid delays in the hiring process.
The department also requires candidates to complete a department application, which must be submitted by October 16, 5:00 PM CST. Additionally, all candidates must take the FrontLine National exam through the National Testing Network by October 18, 5:00 PM CST.
Salary Information:
Starting salary: $70,613 annually
Benefit Information:
Progressive Salary Administration:
Patrol Officers with less than one year of service will be paid at Step 0 during the training academy and FTO program. Upon successful completion, they will advance to Step 1. Further step increases are granted on employment anniversary dates.
Group Health Plan:
The Town offers a comprehensive self-funded medical plan with a PPO option. Employees can choose between a traditional PPO plan with a $500/person and $1000/family deductible or a High Deductible Health Plan with a Health Savings Account (HSA). The Town pays the monthly insurance premium for full-time employees who participate in the wellness program. Dependent coverage is available, with the Town contributing 50% toward the premium.
Group Dental Plan:
Covers 80% of eligible expenses for preventive care and 70% for basic and major care. The Town pays the premium for full-time employees. The maximum benefit is $2,000 per person per year, with orthodontic coverage up to $2,000 per lifetime.
Vision Plan:
VSP provides the Town’s vision plan, offering coverage for exams, contacts, lenses, and frames.
Pension Programs:
Sworn Police Officers are eligible for pension programs administered by independent pension boards.
Deferred Compensation & Roth IRA Plans:
The Town offers a voluntary 457 retirement savings plan through ICMA-RC, allowing employees to contribute a portion of their salary toward retirement.
Flexible Spending Plan:
Participants can use pre-tax income for dependent health and dental premiums, daycare expenses, or non-covered medical expenses.
Life Insurance:
The Town provides a $30,000 term policy with Accidental Death & Dismemberment coverage to full-time employees. Optional dependent coverage is available.
Personal Convenience Days:
Full-time employees receive three paid days per fiscal year.
Vacation Leave:
Full-time employees earn vacation monthly based on years of service.
Parental Leave:
Employees may receive up to four weeks of paid leave at 70% of regular wages for the birth or adoption of a child.
Sick Leave:
Employees earn one day of sick leave per month. Sick leave can be used for personal illness or to care for a spouse, dependent, or parent.

Hiring Process:
The selection process lasts approximately four months and includes an initial application, written exam, physical test, background investigation, and interviews. Applicants not selected may re-apply during subsequent testing cycles.
Duties/Essential Job Functions:
Patrol assigned areas, respond to emergency calls, and investigate crimes.
Conduct preliminary investigations and gather evidence.
Prepare reports and testify in court.
Assist attorneys with case preparation.
Enforce traffic laws and perform DUI checks.
Maintain proficiency in firearms and other police equipment.
Participate in periodic training.
Perform other duties as assigned.
