Reproductive Health Strategist & Health Equity Coordinator – Lead Worker (Program Analyst 3)

This is a full-time, permanent classified position which is represented by a union.


The Oregon Health Authority (OHA), Public Health Division (PHD), Adolescent, Genetic and Reproductive Health (AGRH) Section in Portland, OR is recruiting for a Reproductive Health Strategist & Health Equity Coordinator to identify program priorities relating to reproductive health (e.g. populations, topics, resources), implement strategies, and coordinate the RH team’s efforts to meet these needs – with a focus on health promotion and prevention strategies  The Reproductive Health Program is dedicated to ensuring people in Oregon have access to high-quality reproductive and sexual health services, knowledge, and resources through partnerships with clinics, community organizations, and policy makers.


Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology.  However, there are times that the work will need to be conducted at the central work location listed in this announcement, the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location may be reconsidered based on changing needs of the program.


What will you do?
As the Reproductive Health Strategist & Health Equity Coordinator, you will provide leadership to facilitate and assure access to RH services and education across the state and coordinate AGRH programs’ efforts to eliminate inequities in health access and outcomes for marginalized populations while working to dismantle systemic racism.


Duties include but are not limited to the following:

·        Determining program priorities and direction for the development of, and innovative implementation for, outreach, engagement and health promotion activities and programs.

·        Serving as a lead worker, to directly support the RH team staff with content knowledge, partnership development, and program and process support for health promotion and prevention activities.

·        Developing and implementing projects for community outreach and health promotion for culturally diverse groups, community organizations, schools, underserved and vulnerable populations, program partners, and state and local agencies.

·        Collaborating with external partners and community-based agencies to develop and implement strategies to ensure that health promotion activities and materials incorporate community and end-user feedback.

·        Leading the development of standards and guidelines for health promotion and outreach, resources, policies, and procedures to support client and community health relating to AGRH section priorities.

·        Coordinating AGRH section’s activities to improve health equity and enhance anti-racist policies and practices.

·        Providing leadership and support in the development of health policy related to eliminating inequities.

·        Representing AGRH’s strategic communication/health promotion and health equity work within OHA and with external stakeholders.

What are we looking for?

Minimum Requirements

A bachelor’s degree in public health or a related field plus four years of experience coordinating a public health program related to health promotion OR possess seven years of experience coordinating a public health program related to health promotion.


Requested Skills

·        Experience coordinating a large scale, multi-faceted health promotion program.

·        Experience working within diverse communities. Awareness and understanding of impact of cultural differences on service delivery, relationship development and educational materials.

·        Experience developing and implementing policies/programs that promote health and racial equity.

·        Demonstrated experience in racial and health equity work, as an individual, in community and/or in a professional setting.

·        Demonstrated knowledge and understanding in applying principles related to health and service equity, addressing systematic health disparities.

·        Advanced knowledge and understanding of health communications, health literacy, adult education principles, and other client centered health education.

·        Training experience – designing, delivering, and evaluating different health-education related trainings for diverse audiences.

·        Knowledge and understanding of health education competencies and standards.

·        Experience using one or more new technology interventions for health education or health promotion such as SMS text messaging campaigns, app development, social media, or gaming.

·        Bicultural and bilingual Spanish skills preferred.

·        Technology skills set to keep all data secure whether working onsite or remotely.
