This is a full-time, permanent, management service, supervisory position which is not represented by a union.

The Oregon Health Authority (OHA), Public Health Division (PHD), Adolescent, Genetic and Reproductive Health (AGRH) Section in Portland, OR is recruiting for a ScreenWise Program Manager to manage the ScreenWise program within the AGRH Section. The ScreenWise program works to reduce cancer burden and health inequities in Oregon through early detection, evidence-based care, risk factor screening, education, linkage to medical treatment, and surveillance.

Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology. However, there are times that the work will need to be conducted at the central work location listed in this announcement, the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.

What will you do?
As the ScreenWise Program Manager, you will provide leadership and perform overall management of the ScreenWise program and staff.
Duties include but are not limited to the following:
•Directing the development and implementation of program and OHA policies and carrying ultimate responsibility for statewide program success.
•Managing complex federal grant deliverables, reporting, and budgeting requirements.
•Working within complex healthcare delivery systems and collaborating with community partners to assure quality patient care and program service delivery for marginalized and underserved populations.
•Providing expert consultation to key stakeholders to ensure compliance with federal regulations, state rules and policies, and service delivery challenges.
•Lead staff and stakeholders through organizational change and workforce modernization with a people-centered, anti-racist, and trauma-informed approach.
•Developing and supervising a highly collaborative and high-functioning multidisciplinary team of public health professionals and maintaining a positive, supportive, and effective work environment.

What are we looking for?
Minimum Requirements
Six years of experience in supervision, technical or professional level work related to public health program management. Two years of this experience must have included supervision or management of a program, section or unit which included responsibility for each of the following:
a) development of program rules and policies,
b) development of long- and short-range goals and plans,
c) program evaluation, and
d) budget preparation;

OR
A bachelor’s degree in public health or a related degree AND three years of experience in supervision, technical or professional level work related to public health program management. Two years of this experience must have included supervision or management of a program, section or unit which included responsibility for each of the following:
a) development of program rules and policies,
b) development of long- and short-range goals and plans,
c) program evaluation, and
d) budget preparation.

Requested Skills
•Preference will be given to applicants with at least six years of experience as a manager or leader of a team coordinating or administering multiple programs and budgets with complex systems. Relevant experience includes public health, social services, community health or service delivery.
•Experience navigating systems that require input from many stakeholders, including ability to build and maintain relationships with partners from various sectors.
•Experience leading institutional, operational, or administrative change processes impacting staff, programs, communities, and external partners.
•Demonstrated experience converting vision, strategy, and long and medium range administrative direction to establish equitable agency policies, goals, and functional requirements.
•Experience developing and executing comprehensive work plans and deliverables.
•Demonstrated experience employing people-centered and trauma-informed management principles to support staff in evolving or ambiguous situations which includes monitoring staff workloads, work-life balance, and well-being in a remote/virtual or hybrid work environment
•Well-versed in leading with and implementing principles and practices of racial justice, health equity, anti-racist approaches, authentic and transformational leadership, or willingness to engage in these critical approaches.
•Understanding of or lived experience with the impact of systemic oppression and trauma on communities of color, and the potential impact on undocumented, immigrant and refugee Oregonians seeking health services.
•Advanced or expert level skill in Word, Excel, Outlook, PowerPoint, Teams and Zoom.
•Desired skills or experience in FileMaker, SPSS, Epic, or Electronic Health Records.
•Experience promoting a culturally competent and diverse work environment.
