medica mondiale e.V. is a non-governmental organisation based in Cologne, Germany. As a feminist women’s rights and aid organisation medica mondiale supports women and girls in war and crisis zones throughout the world. Through own programmes and in cooperation with local women’s organizations we offer holistic support to women and girl survivors of sexualised and gender-based violence. On the political level, we pro-actively promote women’s rights, call for a rigorous punishment of crimes as well as effective protection, justice and political participation for survivors of violence. Currently medica mondiale is working in Northern Iraq/Kurdistan, in Afghanistan, in Westafrica, in Southeast Europe as well as the African Great Lakes Region.

Expert for Monitoring and Evaluation of THTP 3 (2023-2025)

Preliminary terms of reference (Date: 22/02/2023)

 

Context

 

The Transnational Health Training Programme (THTP) aims at improving access to stress- and trauma-sensitive health care services for women and girls affected by sexualised and gender-based violence (SGBV) in Bosnia and Herzegovina (BiH), Kosovo (KOS) and the Kurdish Region of Iraq (KRI). To achieve this goal, the project includes the implementation of the STA -Stress- and trauma-sensitive approach, that medica mondiale developed together with partner organisations. medica mondiale implements the THTP III together with its partner organisations Medica Zenica (BiH) and Medica Gjakova (Kosovo). In the Kurdish Region of Iraq (KRI) the project is implemented through the medica mondiale regional office.

The project pursues a system-oriented approach that strengthens capacities at several levels with connected components:

1.      Direct support and awareness raising for SGBV survivors and their social environment

2.      Qualification and strengthening of health professional

3.      Advocacy work on country level

4.      Transnational Learning Exchange

5.      International Advocacy work

 

 

Purpose of Assignment

 

Attitude and behavioural change of the trained health workers sets the foundation for sustainability and joint action of the programme. The assignment focuses mainly on the evaluation of Component 2 ‘Qualification and strengthening of health professionals’ but is also required to accompany the project and the partner organisation in the monitoring and evaluation process. During the third project phase, existing methods for improving access for survivors of SGBV to stress- and trauma- sensitive health services will be improved and aligned based on the experiences from the country contexts. Learning and Exchange Platforms will be established which allow partners to learn from each other’s experiences strengthening their own advocacy, monitoring and international project management competencies. This contributes to the sustainability of their organisations as well as to their recognition as relevant expert organisations in SGBV on an international level.

In this context, the purpose of the assignment is to facilitate the implementation of selected key-activities within the component, with focus on monitoring and evaluation activities.

 

Key Tasks

The consultant will conduct the following key tasks:

 

–          Development of the methodology, management and steering of the accompanying evaluation

–          According to needs: Support partner organizations and project actors on the development of a functional monitoring system (remote), including: the delivery of trainings in monitoring, M/E planning, data collection, analysis, interpretation and reporting for PO’s (remote)

–          Support the development of pre – posttests for trainings as well as the implementation of a client satisfaction survey in participating health facilities

–          Participate in manual working groups together with two other supporting technical Advisors

–          Other tasks based on needs

 

It is estimated that the implementation of the tasks requires around 75 working days, with main workload in 2023.

 

Deliverables

–          Methodological concept for accompanying evaluation

–          Documentation of each workshop/training related to monitoring and evaluation

–          Revision / Comments/Feedback to specific products, which will be developed by partners (details to be defined during the process)

–          Inputs for internal M&E processes within medica mondiale and partner organizations

–          Contribution to the planned manual reg. implementation of a monitoring/evaluation system

–          Further needs bases deliverables within the technical support to partners (to be defined during process)

 

The implementation of the assignment will be realised in close communication with the THTP partners and medica mondiale, specifically with the THTP project manager at medica mondiale, to define further details, agree on the deliverables and changes if needed.

Qualification

§  A strong understanding and experience in evaluation methodology

§  Qualitative and quantitative expertise and practice

§  Experience in conducting M/E trainings and working experience in capacity development

§  Knowledge of web-based data collection and use of tools

§  Experience in evaluation management and also evaluating projects funded by the BMZ

§  Extensive comprehension of the OECD DAC Criteria and DeGEval Standards

§  Excellent and proven report writing and verbal communication skills in English and German. Other languages spoken in the respective countries, would be an asset

§  Background and working experience on sexualised gender-based violence

§  Knowledge of Microsoft 365 and MS Teams

§  Feminist background and a clear commitment to working with an intersectional women centred and empowering approach

§  Ability to work in an independent and self-contained way, while maintaining reliable communication and working relations with both, medica mondiale Head Office and partner organizations

§  flexible, able to deal with challenging, conflict related work context

§  Strong communications, interpersonal and inter-cultural skills

 

 

Start

§  Preferred starting date: April 2023 or as soon as possible.

Frame Contract

As this assignment is part of a quality assurance process the consultant will be offered a frame contract to allow for re-evaluation and adaptation of the tasks based on the needs.
