Classification: 8204 Institutional Police Officer
The Department of San Francisco Community College District is currently establishing an eligibility list for the position of 8204 Institutional Police Officer. Candidate must complete and pass the Front Line National and oral exams to be considered for hiring.
Under general supervision, the Institutional Police Officer works in the Campus Police Department of City College of San Francisco and acts as a peace officer pursuant to Section 830.32(a) of the California Penal Code and Section 72330 of the California Education Code. The San Francisco Community College District is a participant in the Peace Officers’ Standards and Training Program (P.O.S.T.). The incumbents’ primary functions are to provide protection of life and property and to enforce state and local laws and college policy, on or near the campuses and facilities of City College of San Francisco. In accordance with district policy, City College of San Francisco Public Safety is a sworn unarmed department, and employees must sign a memorandum acknowledging their understanding of the district’s policy.
Salary Information:
Salary Range A:$67,898 – $82,183/year
Salary Range B:$86,272 -$99,912/year
* NOTE (Salary): Appointment entry contained only to Salary Range A. Salary Range B is based on seniority and years of service at City College of San Francisco.
Benefit:
All employees hired on or after January 10, 2009, will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5% to 13.25% of compensation. Job Requirements
High School Grad/GED: High School diploma or equivalent (GED or High School Proficiency Examination).
Valid CALIFORNIA Driver’s License: Requires possession of a valid California Driver’s License.
Academy Certification: Possession of a Basic P.O.S.T. Certificate (issued by California Department of Justice, Commission of Peace Officers Standards and Training) will be required before fieldwork assignment and within twelve (12) months of hire date as a condition of employment.
Prior Experience: One (1) year of experience as a police officer, member of a military police unit, or other work involving safeguarding life and property.
Examples of Important and Essential Duties: (to include, but not limited to): Maintain law and order within and surrounding the City College campus and District sites; provide a safe and secure environment for the students, faculty, staff, and the general public at large. In a professional and courteous manner, respond to all emergencies both vehicular and pedestrian; uphold the laws and statutes of the State of California, municipal and criminal, as well as enforce state and local ordinances, rules, and regulations pertaining to and of the San Francisco Community College District; provide assistance and/or first aid; perform traffic control when necessary; issue citations for violation of the California Vehicle Code – moving and parking infractions; patrol the campus grounds and immediate surrounding areas in a marked emergency patrol vehicle and/or on foot; escort persons responsible for collecting, accounting, and turning over for deposit registration fees, cafeteria funds, and other cash; on a daily basis escort Administrative Services personnel to collect moneys from parking ticket machines located in faculty and student parking lots at the Phelan Campus; make felony/misdemeanor/warrant arrests as necessary which includes transporting and booking suspects as well as properly preparing a San Francisco Police Department Incident Report; assist in the event of natural disasters and other extraordinary circumstances.
WORKING CONDITIONS: This classification requires considerable walking and standing and includes possible exposure to physical injury and other dangers inherent in police work. Incumbents are required to wear uniforms. Employees will be required to work flexible shifts, rotating shifts, weekends, and holidays. The officers may be assigned to any of the District centers under the department policy and/or discretion of the Chief of Police or assigned personnel. The department currently operates two shifts: day and swing. Shifts are 5 days/8 hours per day, four days/10 hours per day, or nine days 80 hours (2 weeks), seven days a week. Must have completed the Academy before field training.
MINIMUM QUALIFICATIONS: Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.
DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
Completing a basic P.O.S.T. certificate or higher or a certificate of completion from a P.O.S.T. academy is highly desirable. (If completed, please submit a copy of the certificate or P.O.S.T. transcript.)
Completion of 60 units of college credits, preferably in the field of administration of justice.
Two years of verifiable work experience.
Experience in working within an educational setting, preferably in community colleges.
Effective interpersonal skills enable the officer to effectively deal with a diverse population of students, staff, and the general public.

Step 2 (Supplemental/Written Frontline Examination)
City College of San Francisco Human Resources will score your supplemental questionnaire. (Pass/Fail)
You will receive a letter via email from City College of San Francisco Human Resources regarding your results and information for the next steps. The next step will be to select the frontline examination date for Saturday, August 18, 2018, at 9:00 a.m. or 12:00 p.m. You will be provided with a code. You must schedule yourself to take the “Frontline National” law enforcement examination. If you do not schedule and take the Frontline examination on the date as noted above and in your letter, you will be “DISQUALIFIED”. City College has made arrangements with Frontline and the City and County of San Francisco Department of Human Resources (DHR) for this designated date only. You cannot schedule the Frontline examination for a different date or location to receive credit or a score for this examination. Suppose you miss your scheduled Frontline examination or schedule a Frontline examination for a different date or location. In that case, you will be listed on City College’s official records as a “NO SHOW” and “DISQUALIFIED.”

As part of this process, you must establish an account with NTN. There are three components to the FrontLine National examination: a video-based human relations test, a reading ability test, and a written language ability test. Testing takes approximately 2 1/2 hours. Upon receipt of test scores from NTN, City College will notify candidates via email of their pass/fail status on this examination. Please note that the NTN website provides a description of the test components and directions for scheduling a test. The website offers a practice test for purchase with sample items.

Step 3 (Oral Examination)You will receive an email from City College of San Francisco Human Resources regarding your scores from Frontline National.
If you achieved a passing score on the FrontLine National examination, you will be notified of the date, time, and location of the Oral Examination via email. Oral examination dates are not selected by the candidate and cannot be changed for a candidate’s preference. You will be required to confirm your attendance within the deadline date noted in the letter; otherwise, you will be “DISQUALIFIED”
The oral examination will assess community involvement, interest and motivation, interpersonal skills, problem-solving, oral communication skills, and abilities not tested by other examination components. (Weight: 60%)
