This position serves a unique function in Buncombe County’s Human Resources Department. You will work behind the scenes to ensure a seamless experience for all employees while also supporting the work of our HR team. The successful candidate must have excellent verbal and written communication skills as you will be engaging with employees and members of the public on the phone, through email, and in person. If you enjoy switching between tasks, solving problems independently, paying attention to the big picture but not forgetting the small details, and quickly learning new skills, this is the job for you!

Purpose of the position:

This position is responsible for developing and maintaining partnerships across the Human Resources (HR) function to deliver value-added service to management, department directors, and employees that reflect the HR business objectives of the organization and to support and promote HR process standardization and process improvement while serving as a key partner to the Human Resources Management team.

Minimum Education, Training and/or Experience:

Associate’s degree in human resources or related field and three (3) years of human resources administrative support or closely related experience (such as medical office support, financial administrative assistant, etc.); or an equivalent combination of education and experience.

Additional Training and Experience: English/Spanish bi-lingual speakers preferred; PHR/IMPA-CP preferred.

Essential Functions of the position:

  • Provide information to employees and management on issues, rules, and policies related to HR management, including handling complex issues and answering complex questions; develop solutions to problems by following procedures or applying relevant policy.
  • Complete, coordinate, or monitor HR functions, processes, and projects, ensuring accurate and timely completion in compliance with established policies and regulations.
  • Coordinate tasks related to multiple HR operational functions including recruitment, employee relations, employee engagement, learning and development, classification, recruitment, and operations.
  • Perform administrative support functions such as compiling, posting, and recording information from a variety of sources that usually involves calculations, research, and verification of information. Functions may include completing forms, reports, questionnaires, and other similar documents.
  • Perform other related duties as assigned.

Knowledge, Skills, Abilities:

  • Knowledge of County personnel and general office policies, practices, and procedures, including records maintenance and retention.
  • Knowledge of federal and state laws, and state policies, procedures, and practices to resolve problems and questions.
  • Ability to interpret and apply standard personnel policies, procedures, and regulations.
  • Ability to gather and compile position and employee information and to use logic and reasoning to understand, analyze, and evaluate situations.
  • Ability to exercise good judgment in evaluating situations and making appropriate decisions and recommendations concerning employees and positions, transactions, and problems.
  • Ability to handle a variety of personnel situations with tact and diplomacy in a confidential manner.
  • Ability to research program documents and narrative materials, and to compile reports from information gathered.
  • Ability to maintain clerical and statistical records.

In order to uphold internal pay parity and equity, salaries are non-negotiable for new and current Buncombe County employees. All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
