Job Description:

SUMMARY

This is managerial, advanced technical and administrative work planning, directing, and coordinating the design, installation, connectivity, administration, and support functions of the information technology infrastructure to ensure the stable operation of the organization’s IT assets.  This includes developing, configuring, maintaining, supporting, and optimizing all new and existing server hardware, software, and networking.

The single position allocated to this class reports to a designated supervisor and works under general supervision.  Work in this class is distinguished from other classes by its managerial responsibility and advanced technical skills.

ESSENTIAL JOB FUNCTIONS

Manages the programming, administration and support activities for the organizational server operating systems.

Guides operating systems software selection and development and continued maintenance of the systems to improve efficiencies.

Plans for the level of technical support needed in each function and allocates appropriate staff resources.

Develops department standards and procedures, including systems programming standards and program documentation requirements.

Analyzes the technical performance and reliability of products, systems, and services to ensure customer satisfaction.

Develops and implements technical service restorations and troubleshooting procedures for identifying, testing, and diagnosing system and peripheral equipment faults.

Provides and coordinates resources as needed with the IT Project Management Office.

Coordinates activities relating to the implementation of new software with members of the Information Technology (IT) group and user community.

Evaluates performance of server systems.  Reports to and advises the up-line management on plans, projects, and functions.

Estimates resource requirements and costs for maintaining development, test, and production services.  Plans future hardware and software requirements and directs acquisition and installation of new hardware and software.

Assists IT Managers in coordinating design, development, and implementation of city-wide telecommunications network for data and voice communications.

Reviews new or revised systems and approves for acceptance into production status.

Develops, implements, and enforces procedural and security standards for operations functions.

Selects, promotes, disciplines, discharges and takes other appropriate personnel actions.

May be responsible for enforcing the drug policy, based on physical location and organizational structure.

Attends work on a continuous and regular basis.

EDUCATION AND EXPERIENCE

Bachelor degree from an accredited college or university with major course work in business, computer science, engineering, math, or related subject; and eight (8)years of progressively responsible experience in systems or network management or operations, including four (4) years supervisory or large project management experience preferably in systems, database or network management, or an equivalent combination of training and experience, which provides the required knowledge, skills, and abilities.

A Master’s degree from an accredited college or university with major course work in business, computer science, information systems, engineering, math or related field may substitute for one (1) year of the non-supervisory work experience.

Experience with SAP or other ERP software is desirable.

CERTIFICATIONS OR LICENSES

Licenses

Valid driver license required.  Valid Florida Driver License required within thirty (30) days of appointment and at all times while employed in this classification.

Certifications

Project Management Professional (PMP) certification through the Project Management Institute (PMI) is desirable.
