The Program Officer will provide backstopping support to initiatives within the Information and Media (I&M) practice. They will provide specific support to project start-up and special projects in the I&M practice, will be the main contact point for the Grants Manager and the Grants & Contracts Office (GCO), and responsible for all subgrant and procurement processes. The PO will have responsibilities in budget oversight and for quarterly and annual reports to the donor. They will manage relationships with program stakeholders, and will develop and maintain program protocols for security, communications and logistics and provide additional support to program activities as needed. They also provide support to special projects and mobilization teams of the I&M practice and contributes to new business efforts, as needed.

Your Background & Skills

Bachelor’s Degree related to international development, international relations, project management, or international development.
3+ years of relevant experience; Experience in community development programming is desired.
Experience in international development, preferred.
Demonstrated passion for media, media literacy, digital development, and information integrity work.
Proven experience managing multiple administrative tasks in a demanding, time sensitive work environment.
Excellent writing and editing skills.
Experience conducting research and ability to proficiently articulate findings in English.
Proactive and comfortable with contemporary digital platforms for collaboration and communication.
Proficient in Microsoft office products, including and especially Excel.
Clear, succinct, and compelling communication skills, both oral and written.
Detail-oriented with ability to multitask and prioritize in a fast-paced working environment.
Proven communication and organizational skills with demonstrated cross-cultural sensitivity.
Ability to work in a team environment, including team members in multiple time zones.
Experience with subgranting and contract drafting highly desirable
Understanding of US Government (USG) regulations highly desirable.
Excellent ability to remain flexible while adhering to strict deadlines.
Outstanding presentation and interpersonal skills.
Speaking, reading and writing proficiency in English required. Use and command of a second language will be considered a plus.
You must have unrestricted authorization to work in the United States.
Your Daily Tasks

Lead key day-to-day operational backstopping and resources support to project team and field-based staff.
Coordinate and contribute to project deliverables, especially for start-ups and close-outs, including collecting information about activities implemented in the field, supporting the drafting and creation of project timelines and workplans.
Provide support to set up monitoring and evaluation processes for new programs, including data collection and management as needed.
Contribute to the drafting of risk assessments of the operational landscape of a respective field office, as assigned.
Prepare materials and contribute to the delivery of training on policies and procedures or technical content, as needed.
Coordinate logistical activities for events and travel.
Lead meetings and trainings, when assigned.
Demonstrate proactivity and ownership over assigned responsibilities.
Support and/or is responsible for communication products and documents, including creating and contributing to articles, newsletters, and publications, reviewing and sending written communication, effectively leading small meetings, as well as interacting with donors, partners, stakeholders, and internal contributors.
Contribute to the management for the creation and review of internal and donor reports.
As needed and under the supervision of senior staff, support one or more elements of proposal processes; tasks may include drafting text and narratives, gathering and preparing supporting documents, review and support budget processes.
Provide support to the set-up of templates for budget and compliance tracking.
Lead the creation of subgrant templates, manuals, and procedures, in close collaboration with program leadership, the Grants and Contracts Office.
Lead subgrant management, including due diligence and risk assessments of grantees, subawards and monitoring plans, internal review process, iKnow tracking and overall monitoring. Secures relevant signatures and authorizations.
Draft, review, and monitor consulting agreements including payments for consultants.
Assist in seeking solutions to contractual and subgrant questions rooted in IREX and donor policies.
At the direction of project leadership, independently and accurately perform financial administration tasks.
Contribute to a positive, collaborative, and inclusive team environment both in HQ and among local teams.
Support hiring and onboarding processes for consultants or employees. Provides mentorship to team members.
