Website Coalition to Advance Public Safety


Developed in 2022 and officially launched in 2023, the Coalition to Advance Public Safety (CAPS) is a national coalition of four Black-led violence intervention organizations: The Health Alliance for Violence Intervention (HAVI), the National Institute for Criminal Justice Reform (NICJR), the Community-Based Public Safety Collective (The Collective), and Cities United. The initiative aims to reduce gun homicides and non-fatal shootings by 20 percent in 12 cities over five years by building, strengthening, and expanding Community Violence Intervention (CVI) Ecosystems.

To achieve this goal, CAPS works together with mayors, city officials, law enforcement, community-based organizations, and hospitals to develop and sustain a coordinated, outcomes-driven public safety ecosystem focused on violence reduction. CAPS systematically deploys proven technical assistance and training in cities with high gun violence rates to support scaling effective violence intervention strategies. By working in partnership, CAPS can improve coordination quality and facilitate greater adaptability of local strategies to gun violence trends. The four CAPS organizations (referred to as the Core4) bring decades of experience in the field of Community Violence Intervention. As nationally recognized experts, the Core4 served as training and technical assistance providers for the White House Community Violence Intervention Collaborative (CVIC) from 2021-2022. Today, CAPS is supported by the Ballmer Group and the Schusterman Family Philanthropies.


Opportunities and Challenges for the Managing Director

The inaugural Managing Director serves as the coordinating and operational lead for the Coalition to Advance Public Safety. In service of CAPS’ life-saving work, the Managing Director will facilitate collaboration among Core4 team members, funders, local leaders, and other stakeholders; monitor and report on project deliverables and objectives; and manage coalition finances and administration. The MD will report to the Core4 Executive Directors and may manage staff and/or contractors as project needs and resources dictate.

This is a remote opportunity with up to 25% travel. While reporting to all four of the CAPS EDs, the Managing Director position will initially be housed at The Health Alliance for Violence Intervention (HAVI) and operate as a contract position with compensation between $170,000 to $180,000. The role is currently funded for three years; beyond that, continued engagement or employment is contingent on CAPS receiving additional grant funding. As CAPS’s first dedicated staffer, the Managing Director will work with the Core4 team to determine the organization’s evolution, potentially into a fiscally sponsored entity or an independent non-profit. At that time, the Managing Director is expected to shift from being a contractor for HAVI (a unit of Health Resources in Action) to being a benefited employee of CAPS (or CAPS’s fiscal sponsor).

Leadership and Management

  • Collaborate with Core4 to align CAPS internal strategy, ensuring strategic process to achieve coordination with federal, state, and local leaders, national training and technical assistance providers, philanthropic stakeholders, and other key stakeholders.
  • Advise the Core4 executive and operations teams on a managing structure, operations plan, and reporting system for the organization, and lead adoption of these frameworks once the group has achieved consensus on a plan.
  • Work with the Core4 to ensure follow-through on agreements detailed in the CAPS Memorandum of Understanding and facilitate restorative accountability as necessary.
  • Lead Core4 planning retreats and annual Memorandum of Understanding updates.
  • Coordinate and facilitate regular (weekly and bi-weekly) CAPS Executive Directors and Project Managers meetings, including All Staff Update Calls, ensuring that they are focused and purposeful and making sure that all follow-up items/deliverables are assigned, documented, and completed.
  • Monitor progress towards CAPS deliverables and proactively identify any gaps or issues towards achieving agreed-upon deliverables.
  • Support coordination among the Core4 for the implementation of a national multi-sector learning and collaboration network.
  • Support Core4 executives with external partner engagement and meetings among private partners.

Project Oversight

  • Collaborate with Core4 to establish goals and work plans for CAPS and support the execution in alignment with the overall strategy of the initiative.
  • Support the dissemination of CAPS-related information among and within coalition organizations.
  • Work closely with CAPS contractors, providing feedback on work plans and deliverables.
  • Prepare and provide summary reports for the Core4 executive team.
  • Support the Core4 executive team in presenting about the coalition’s work at national field events. The MD may also be called upon to Represent CAPS in external media, forums, and events focusing on community violence intervention.
  • Disseminate outcomes and lessons to stakeholders via regular communications (reports, newsletters, curriculum, technical assistance briefs, research papers, etc.).
  • Communicate and provide relevant resources to all necessary stakeholders when required.
  • Design and develop collaborative tools and processes that maximize technical assistance to support stakeholders.

Development & Grants Management

  • Lead or assist with CAPS grant proposal writing and submission.
  • Liaise with funders for both cultivation and grant reporting purposes.
  • Support the executive team with donor communication, keeping track of agreements and appropriate stewardship.
  • Prepare quarterly and annual reports and presentations for funders.



Strong candidates will bring experience working in violence prevention/intervention/reduction, a deep commitment to racial justice, equity, and cultural humility, and strength in leading through influence. They will have demonstrated experience using data to drive decision-making, employing a trauma-informed approach in their work, and recognizing and leveraging individual and community assets to build relationships and advance mission-driven work.

MD candidates should be dynamic, relational leaders with excellent organization and project management skills, the abilities to gain trust with diverse stakeholders and to communicate responsively, and experience managing complex systems and groups to make measurable progress toward defined goals. The following additional qualifications are preferred but not required for applicants:

  • Advanced degrees and/or certifications in Criminology, Public Management, Public Health, Epidemiology, Social Work, or related fields.
  • At least 8 years of progressive management experience in nonprofit, government, or management consulting sectors.
  • Extensive experience with the CVI ecosystem, specifically in responses to violence, psychological trauma, criminal justice, and health equity.
