DEP is seeking to fill a fulltime Code Enforcement Inspector III position in the Recycling and Resource Management Division, Resource Conversion Section.

Key responsibilities include, but are not limited to:
• Enforcement of Chapter 48 of the Montgomery County Code and Maryland Department of the Environment (MDE) permit requirements at the Solid Waste Transfer Station by spending time out on the facility grounds including but not limited to the tipping floor, Public Unloading Facility (PUF), Household Hazardous Waste (HHW) area, yard waste areas, recycling center drop off areas, scale house, DOT areas, and site entrances and roadways.
• Interpret permits or regulations to determine the acceptability of regulated hazardous or radioactive wastes, identify and record material(s) for tracking and disposition.
• Conducting routine physical and visual inspections of waste loads brought to County waste disposal facilities to ensure they do not contain unacceptable recyclable materials or waste
• Developing weekly inspection and investigation reports that verify the accuracy and adequacy of inspections, investigations, and documentation provided by the solid waste haulers and collectors.
• Preparing and reviewing documentation of cases being prosecuted; testify in court.
• Responding to all emergency situations such as auto accidents, fires, etc.
• Checking for solid waste stickers or tags, and as necessary, licenses and proof of residence.

The selected employee must maintain good interpersonal working relationships with transfer station employees, county employees, contractors, and customers.

This position requires possession of a valid driver’s license and the ability to drive a County vehicle to attend meetings, perform other work at locations throughout Montgomery County, and participate in other work-related duties.

The individual selected for this position will be considered an “Essential Employee.”  Essential employees must report to work during a period of general emergency or liberal leave.

This position requires regular inspection of an industrial site and involves physical effort such as long periods of driving, standing, walking, standing, climbing, stooping, regular lifting of objects that weigh up to 20 pounds, occasional lifting of objects that weigh up to 50 pounds and the application of equivalent forces in pushing, pulling, etc. The employee is exposed to dust, odors, noise, and vehicle exhaust fumes.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Monday 6:45am-5:15pm
Tuesday 6:45am-5:15pm
Friday 6:45am-5:15pm
Saturday 6:45am-5:15pm

MINIMUM QUALIFICATIONS:
EXPERIENCE:
If filled at Code Enforcement Inspector I: Two (2) years in code enforcement and/or law enforcement or in work directly related to solid waste or recycling.
If filled at Code Enforcement Inspector II:  Three (3) years in code enforcement and/or law enforcement or in work directly related to solid waste or recycling, including one (1) year of specific code enforcement work directly related to solid waste or recycling.
If filled at Code Enforcement Inspector III: Four (4) years in code enforcement and/or law enforcement or in work directly related to solid waste or recycling, including two (2) years of specific code enforcement work directly related to solid waste or recycling.

 ALL LEVELS – EDUCATION:
Completion of high school or High School Certificate of completion recognized in the State of Maryland.

 ALL LEVELS – EQUIVALENCY:
An equivalent combination of education and experience may be substituted.

ALL LEVELS – LICENSE: 
Possession and maintenance at all times of a valid Class “C” (or equivalent) driver’s license from the applicant’s state of residence.

Preferred Criteria
There are NO Preferred Criteria Assessments. All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications.  Those applicants who meet minimum qualifications will be rated “Qualified”, placed on the eligible list, and may be considered for an interview.  Employees meeting minimum qualifications of the same grade or higher will be placed on the Eligible List as a “Transfer” candidate and may be considered for an interview.
Preference for interviews will be given to applicants with experience in the following:
• Experience investigating complaints.
• Experience with County laws and regulations pertaining to solid waste and recycling.
• Strong customer service skills.
• Computer/office skills, such as writing brief documents, some word processing and data entry skills.
