MOVEON REQUEST FOR PROPOSALS (Independent contractors and firms)
MoveOn Overview:

Project Title: Data Transformation
Project begins: 02/1/2024
RFP submission date: Please submit to [email protected] by 1/20/24 and put Data Transformation Consultant in the subject line.
Project length: Until 05/01/2024 with extension possible. Any hours given in a scope of work are an estimate and MoveOn does not guarantee a specific number of hours to its contractors.
Project Overview: We are seeking a highly experienced data transformation consultant to help develop our integrated data architecture. The consultant will play a critical role in helping our organization streamline and optimize our data integration processes. The ideal candidate will be a SQL expert, a quick learner, detail oriented, familiar with integrated data models, and have demonstrated experience mapping data and writing optimized and accurate data transformations.
Scope of work:
Create and refine transformations
Design and implement efficient and accurate transformation logic using our existing model, mapping, and requirements documentation.
Review and optimize existing transformation logic to ensure efficiency, accuracy, and scalability.
Identify and communicate back to the project team when transformation logic or process is lacking. Collaborate with the team to resolve.
Collaboration and Documentation:
Collaborate with the data team to understand business requirements and ensure transformed data meets business requirements.
Document transformations and changes for future reference.
Collaborate with data engineer as needed to ensure that transformations are running correctly in the necessary data pipelines.
Collaborate with data architect to provide feedback on normalized data model.
Data Quality Control:
Implement and maintain data quality checks and measures to ensure data integrity.
Investigate data to identify issues within and propose solutions. Execute solutions to remedy any integrity issues.
Automation and Process Improvement:
Propose and implement improvements to enhance the overall efficiency of the transformation process.
Skills & Experience:
Strong SQL skills and SQL Optimization Experience (query tuning, indexing), as well as familiarity with a variety of databases and unstructured data. We will be using redshift on this project.
Problem-Solving: Ability to troubleshoot issues in ETL processes, identify bottlenecks, and optimize data pipelines.
Communication: proactive communication skills to collaborate with cross-functional teams.
Documentation: create, organize, and improve documentation around processes, sql standards, and pipelines.
High attention to detail
Knowledge of data modeling principles and best practices.
Adaptability: a willingness to learn new tools and techniques to fit within MoveOn’s toolchain and to improve it.
ETL Process Management: Proven experience in managing end-to-end ETL processes, including extraction from various sources, transformation, loading into Redshift, and testing the results systematically to ensure accuracy.
Works closely with: The project manager, data architect, and data engineer

Location: RFP is open to individuals/firms based in the contiguous U.S.
Cost and availability: Include an estimate for hourly rate or project rate in your proposal and any limitations on your availability.

Most-favorable terms:
MoveOn reserves the right to make an award without further discussion of the proposal submitted. Therefore, the proposal should be submitted initially on the most favorable terms that the vendor could propose. There will be no best-and-final-offer procedure. MoveOn does reserve the right to contact a vendor for clarification of its proposal.
The vendor should be prepared to accept this request for proposal for incorporation into a contract resulting from this request for proposal. Contract negotiations may incorporate some or the vendor’s entire proposal. It is understood that the proposal will become a part of the official procurement file on this matter without obligation to MoveOn.
No obligation to contract
This request for proposal does not obligate MoveOn to contract for services specified herein.
Rejection of proposals
MoveOn reserves the right at its sole discretion to reject any and all proposals received without penalty and not to issue a contract as a result of this request for proposal.
