The City of Newark is building an eligibility list for Police Officer positions. Candidates must complete the PHQ through their candidate account. The National Testing Network (NTN) suggests completing the PHQ promptly to avoid delays in consideration.
Salary Information: $47,260.18 to $73,828.48 per year (not including overtime, shift differential, longevity, or special duty).
Patrol Schedule: Four 10-hour shifts with one weekend day off per week. Scheduled days off are either (Sun, Mon, Tue) or (Thurs, Fri, Sat).
Candidates can also earn and retain up to 480 hours of compensatory time for additional time off, as per the collective bargaining agreement.

Job Requirements:
Age: 21 at the time of appointment (must be at least 20)
Citizenship: U.S. citizenship required
High School Grad/GED: Required
Driver’s License: Valid Ohio Driver’s License required
Ability to Read/Speak English: Required
Vision: Correctable to 20/40; no color or night blindness
Schooling Prior and Post-Hiring:
Must complete annual agency in-service training as required by federal, state, and local laws, and accrediting bodies.
Must successfully certify on handgun, shotgun, rifle, and TASER annually.
Disqualifying Factors:
Applicants may be disqualified for any of the following:
Conviction of offenses involving physical, sexual, or emotional abuse.
Conviction of non-support of dependents within the past five years.
Discharge with cause from any law enforcement or emergency services agency.
Felony convictions or misdemeanors involving domestic violence.
Convictions for violent or theft-related offenses within specified time frames.
Illegal use, purchase, or distribution of controlled substances within designated periods.
Suspensions or revocations of driver’s licenses within the past three years.
Multiple moving violations or convictions related to vehicular offenses.
Financial instability, such as filing bankruptcy within the past three years.
Dishonorable discharge from U.S. military service.
Affiliation with organizations that advocate crime or violence.
Misrepresentation of any criminal conviction, including expunged offenses.
Hiring Process:
The Newark Division of Police follows an established process for all candidates:
A passing grade of at least 70% on the National Testing Network (NTN) test, which includes video, written, and reading components.
Verification of email addresses for communication purposes.
Optional attendance at an informational meeting/mock Physical Abilities Test.
Upload of mandatory documents, including birth certificate, high school diploma, driver’s license, and a completed City of Newark application.
Optional documents for bonus points: Ohio Peace Officer Training Commission certification or military service proof.
Preliminary review of submitted documents and the PHQ for disqualifiers.
Physical Abilities Test: Must meet or exceed Police Entry Level Fitness Standards (Cooper 40th percentile) including push-ups, sit-ups, and a 1.5-mile run.
Bonus points added to NTN scores to develop an eligibility list submitted to the Civil Service Commission.
Civil Service certifies the list.
Background checks and interviews are completed.
Conditional offers of employment are granted.
