Police Officer Trainee

The City of Emeryville Police Department is seeking highly motivated individuals who are eager to work in a city and department that prides itself on professionalism and community support. Selected candidates are either currently attending or will attend a California P.O.S.T. approved basic academy and pass all required courses, including but not limited to:
- Report Writing
- Laws of Arrest
- Search and Seizure
- Defensive Driving
- Firearms Qualifications
- CA Penal and Vehicle Code Applications
- First Aid
- Physical Fitness
- Duties and Responsibilities:
Upon graduation from the Police Academy, trainees will be sworn in as Police Officers and begin a 16-week field training program in the Patrol Division. As a Police Officer, you will be responsible for:
- Answering and responding to calls for service
- Protecting life and property
- Making arrests
- Enforcing federal, state, and local traffic laws and ordinances
- Preventing and investigating crimes
- Patrolling designated area(s) during an assigned shift on foot, bicycle, motorcycle, or by patrol car
- Performing crime prevention and community relations activities to ensure a high level of service to residents
Ideal Candidate:
The ideal candidate would have:
Prior internship or experience in a government/municipal public safety department.
Related to college coursework, an associate degree or a bachelor’s degree is desirable.
Good moral character
Minimum Qualifications:
Candidates must be currently enrolled in a POST-approved Law Enforcement Academy at the time of application. OR have completed a PELLET-B written exam with a valid T-score of 45 or above. PELLET-B scores will be accepted within one (1) year from the test administration date. Tests older than one (1) year will not meet the minimum qualifications for this position. OR candidates must pass the National Testing Network’s (NTN) Law Enforcement Test with scores of at least Video: 65, Reading: 70, and Writing: 70. Must be at least 20 years of age to apply and at least 21 years of age at the time of appointment to the position of Police Officer.
Free of felony convictions; no misdemeanor convictions which mandate weapons restrictions.
Possess a valid California Driver’s license with a satisfactory driving record (this is an ongoing requirement).
Have an uncorrected vision of at least 20/100 in each eye or corrected to 20/30
Possess normal color vision and hearing.
To be appointed a Police Officer in California, you must be a citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship. Citizenship status must be conferred within three (3) years of applying for citizenship. AND have a high school diploma or the equivalent.
Compensation:
The MESA provides the following benefits package to Police Officer Trainees:
Salary Range: $4,859 to $5,101 monthly (while in Trainee status)
Health and Welfare: Medical, dental, and vision care coverage are paid by the City (to a capped amount) for the employee and eligible dependents
Upon graduation from the academy, the benefits package will include:
Salary Range: $9,813 – $11,710 monthly (effective 7/1/2022)
Education Incentive: 5% or 7.5% dependent upon certification or college degree.
Retirement: Classic Members – 3% @ 55 (based on highest three consecutive years); Employee pays the 9%-member contribution plus cost-sharing of 5%, totaling 14%. New Members– 2.7% @ 57 PERS Plan (based on highest three consecutive years). The employee pays the 13.75%-member contribution. The City does not participate in Social Security.
Vacation: 0 – 4 years of service two weeks; 5 – 9 years of service three weeks; 10 – 20 years of service four weeks; 21+ years five weeks.
Holidays: Thirteen (13) paid holidays per year.
Sick Leave: Three (3) weeks per year, unlimited accumulation.
Shift Differential: 4% for hours worked between 6:00 p.m. and 6:00 a.m.
Uniform Allowance: $1,400 annually
Health & Welfare: Medical, dental, and vision care coverage paid by the City (to a capped amount) for the employee and eligible dependents.
Misc. Benefits: The City provides benefits for life/AD&D, chiropractic, and employee assistance programs.

Applicants must complete and submit a City of Emeryville application online here (paper applications will not be accepted) and attach a letter or written test results. Either of the following will be accepted as written test results:
Academy Attendee – Must be currently enrolled in a POST approved Law Enforcement Academy at the time of application. Attendees must be scheduled to graduate within four (4) months of application to be considered. Attach a copy of a letter from your Training Coordinator on Academy letterhead stating you are currently attending the academy and listing your graduation date.
OR
PELLET-B – Attach to your application. Applicants with a valid T-score of 45 or above from other jurisdictions may submit a letter on agency letterhead that states they have taken the California Commission on Peace Officer Standards and Training (POST) Entry Level Law Enforcement Test Battery (PELLET-B) written examination. The letter must contain the total T-score AND the date of the test; test dates older than one (1) year will not be accepted. Letters must be scanned and uploaded with your online application. Applications without test scores attached will be considered incomplete. POST T-scores and test dates will be verified with the California Commission on Police Officer Standards and Training.
OR
National Testing Network (NTN) – you can schedule your law enforcement test at www.nationaltestingnetwork.com. Once you complete your application, you will receive an email with details on how to complete the test with NTN. Please be sure to have your test results sent to the City of Emeryville, so we can verify your results. If you selected the City of Emeryville to receive your NTN test results and do not attach a copy of your results, the City will verify your results in the NTN system. Applications without test scores attached, for candidates who did not authorize NTN test results to be shared with the City of Emeryville, will be considered incomplete. You need not take NTN’s physical agility test for this recruitment. If you have tested with NTN within the last year, you may direct them to provide us with your test results. NTN charges a fee for sharing your test results with us and taking the exam. You are responsible for paying all NTN fees.

Before appointment, candidates must complete medical, psychological, and background standards, including polygraph testing, drug screening, and California Department of Justice fingerprint clearance.
All hired candidates must also provide proof of full COVID-19 vaccination prior to the first day of work or provide proof of a negative COVID-19 test at least 48 hours prior to your first day onsite. In order to provide and maintain a safe and healthy workplace, the City further mandates all employees: 1) report their COVID-19 vaccination status to the City OR 2) submit to COVID-19 testing on a weekly basis. The City has arranged to have self-administered COVID-19 PCR nasal swab test kits at the Police Department two (2) days per week.
